My filter is shorting out

I've built a filter using an amplifier with part number AD8031. (Design and pictures attached).

When I went to test it, I put +15V and -15V on the + and - VS terminals and set the GND layer to ground. When these were connected, both VS pins sparked on contact and the DC generators I was using  could not keep the voltage at 15 volts because there were so many amps going through. I don't know why these circuits were shorting out, but after testing the resistance between both VS layers and GND, I saw that the capacitors C100M and C101M weren't acting as breaks in the circuit when a DC voltage was applied, instead they only had around 100ohms.

 

I was wondering if anyone had any ideas for what might be happening with this. I'm not sure if I made a mistake in soldering, or if there is another problem, but it would be great if anyone could help me out!
