I understand that no problem even if the digital input signals(CLK, Vsync, Hsync, etc)  are an intermediate potential when the power is turned on.
1)> You could always put a weak pull up or down on the signals.
Does this mean that it is recommend weak pull up/ down by the external resistor at these port?

2)> Normally they will float to one rail or the other depending what the signals are connected to.

"One rail" of the above means state of High or Low in port. Is this correct?
