For the second question may be I wasn't clear enough: if the wake-up time from the power down condition needs 9.5sec,

I suppose the working interval from power-up (the time between the power supply rails going to be good and effective readiness of converter) may be long as the  wake-up time (tens of seconds).

You have experienced so?
