Is the HW/SW pin low? If so it cannot be configured by hardware pins and must be written to via the serial port. Do the hardware pins work if you use the part with the parallel interface enabled? You may have to modify the board to get the serial interface with hardware config that you require in standalone mode. The full functionality of this board is really meant to be show cased with the CED controller board attached.
